Changsha High-tech Industrial Development Zone (CSHTZ) was established in 1988 and was included within the first batch of national-level high-tech industrial development zones in 1991. It includes the core industrial park of Yuelu Mountain High-tech Park, or Luvalley, which is located on the western bank of Xiangjiang River and on the north side of Mount Lu. The planned area is 140 square kilometers.
CSHTZ’s “one zone, four parks” brought in a total income in 2019 of nearly RMB 500 billion. It ranks 11th among the 168 national high-tech zones in China while the competitiveness of its industrial parks ranks 10th, and the number of national R&D institutions ranks 3rd.

CSHTZ has an advantageous location in China. It is located in west-central Changsha, adjacent to the Hunan Financial Center in the east and Yuelu Mountain University City in the south. It is a natural technological transformation zone. The high-tech zone is 1 km from the comprehensive transportation hub of Xiangjiang New Area, 3 km from the Municipal Party Committee and Municipal Government, 7 km from West High-speed Railway Station, 10 km from Changsha Xianing Port, 10 km from the Changsha Railway Station, 18 km from South High-speed Railway Station, and 28 km from Huanghua International Airport. The Beijing-Guangzhou high-speed railway, the Shanghai-Kunming high-speed railway, and the Chongqing-Hunan high-speed railway intersect in the surrounding area, forming a comprehensive high-speed railway network.

Industries within CSHTZ include chemical pharmacy, traditional Chinese medicine, medical devices, bioengineering, genetic testing, and other fields.
