Changsha High-tech Industrial Development Zone (CSHTZ) was established in 1988 and was included within the first batch of national-level high-tech industrial development zones in 1991. It includes the core industrial park of Yuelu Mountain High-tech Park, or Luvalley, which is located on the western bank of Xiangjiang River and on the north side of Mount Lu. The planned area is 140 square kilometers.

CSHTZ’s “one zone, four parks” brought in a total income in 2019 of nearly RMB 500 billion. It ranks 11th among the 168 national high-tech zones in China while the competitiveness of its industrial parks ranks 10th, and the number of national R&D institutions ranks 3rd.

Advantageous location

CSHTZ has an advantageous location in China. It is located in west-central Changsha, adjacent to the Hunan Financial Center in the east and Yuelu Mountain University City in the south. It is a natural technological transformation zone. The high-tech zone is 1 km from the comprehensive transportation hub of Xiangjiang New Area, 3 km from the Municipal Party Committee and Municipal Government, 7 km from West High-speed Railway Station, 10 km from Changsha Xianing Port, 10 km from the Changsha Railway Station, 18 km from South High-speed Railway Station, and 28 km from Huanghua International Airport. The Beijing-Guangzhou high-speed railway, the Shanghai-Kunming high-speed railway, and the Chongqing-Hunan high-speed railway intersect in the surrounding area, forming a comprehensive high-speed railway network.

Comprehensive development and steady growth within the biomedical economy

Industries within CSHTZ include chemical pharmacy, traditional Chinese medicine, medical devices, bioengineering, genetic testing, and other fields. The local industry development has formed a relatively distinctive feature: the production of Chinese patent medicines dominates, the medical device industry is developing strongly, the genetic testing industry has great potential, and the reproductive technology industry has unique characteristics. The park has gathered more than 3,400 biomedical companies, including representative companies such as Jiu Zhi Tang Maker, Fangsheng Pharmaceutical, and Sansure Biotech. Meanwhile, there is also the world’s leading research and development technology for high-tech stem cells with the world’s largest embryonic stem cell bank.

Its product line includes OTC, prescription drugs, traditional Chinese medicine, and general health products.  Treatment categories cover cardiovascular and cerebrovascular, kidney, blood, women’s health, pediatric health, ENT, and other fields.

Sansure is one of the leading companies in the Chinese genetic testing industry, with molecular diagnostics and genetic testing as the core technologies. It is a comprehensive solution provider integrating medical diagnostic reagents, medical devices, and third-party medical testing services. The company has developed treatments for infectious disease prevention and cancer prevention and control, women’s health, pediatric health, and chronic disease management encompassing more than 300 products.

Sinocare is the sixth largest blood glucose meter company in the world. The company uses biosensing technology to develop, produce and sell products for rapid detection of chronic diseases. It is one of the most important manufacturers of blood glucose monitoring system products in China. The park has accumulated nearly 900 equity investment institutions and various financial institutions, with a total registered capital of over RMB 130 billion yuan. There are nearly 300 fund and management companies, with a management scale exceeding 100 RMB billion. A multi-level, diversified, and multi-channel investment and financing service system has grown within the development zone.

After rapid development in recent years, Changsha’s biomedical industry has formed a unique industrial development pattern with modern Chinese medicine occupying a dominant position, but also including pharmaceutical products, high-end APIs and preparations, and inspection and testing. In the future, Changsha High-tech Industrial Development Zone is expected to continue to increase investment in biomedicine development policies, mobilize innovation and entrepreneurship, and continue to attract biomedical companies within China and abroad to settle in the high-tech zone.
